About the Harris County Justice Courts

The Harris County Justice Courts, or alternatively the Harris County Justice of the Peace Courts (JP Courts), are the lowest trial courts in Texas and have limited jurisdiction. They were created under the Texas Constitution and are governed by the provisions of Chapter 27 of the Texas Government Code. Harris County is the most populous county in Texas, and the third most populous county in the United States, with a population of 4.9 million people who live and work across approximately 1,778 square miles.

The Justice Courts in Harris County have jurisdiction over civil matters in which the amount in controversy is no more than $20,000 and criminal misdemeanors that are punishable by fine only. These courts can hear cases regarding unlawful towing, property, debts, evictions, and car accidents. They also have jurisdiction in debt claim cases and cases involving claims for recovery of debt brought by a financial institution, debt collector, assignee, or collection agency.

Justice Courts do not have jurisdiction over suits for divorce, suits to recover damages for slander or defamation, suits for title to land, or suits to enforce a lien on land. The Harris County JP Courts are not courts of record and appeals from these courts are trial de novo in county-level courts.

The Harris County Justice Courts are located in eight separate precincts. Each precinct has two courts and is presided over by a Justice of Peace.

Facts and Statistics

  1. County Judge, Lina Hidalgo, is the first woman to be elected County Judge and only the second to be elected to the Commissioners Court.
  2. Teneshia Hudspeth, the County Clerk of Harris county, is the first African-American woman to serve in this role.
  3. The 1910 Harris County Courthouse, is the fifth courthouse to stand in Courthouse Square on a site set aside for that purpose by the Allen brothers, the founders of Houston. The site and the building have figured prominently in the history of Houston and Harris County.
  4. The monumental case, Texaco, Inc. v. Pennzoil, Co. was held in the Harris County Courthouse and had one the largest civil awards in history with a $10.35 billion judgment against Texaco.
